Conflict as the point of departure for learning?

A direct quote from Mirjam Hauck's very interesting presentation: " Areas of conflict and misunderstanding can be turned into key moments of cultural learning". Can we take this a step further and say that we need a conflict in order for the need for meaning making arise and room for conceptual change emerge ?
